To open tent party Bowser and extra characters, you have to play Battle Arena stars throughout. Once you've beaten, it will be available in the Party Tent. I have the game and had to go through the battle arena to get Star. Enjoy! Edit: You must pass Star Battle Arena with two times to unlock the characters.
