Must a US President qualify for a top secret security clearance?

On a radio talk show I heard a caller state that Obama should not be eligible to be President as he does not qualify for a top secret security clearance due to his association with someone involved in a bombing. Is this association true? Who is the associate and what are the details of the bombing? How could someone who does not qualify for a top secret security clearance be our President????
